Key Takeaways

  • Start with the Object and Decision
  • Breaking Down Each Document by Purpose
  • Document Comparison Matrix
  • Common Workflow Errors That Block Launches

IFRA conformity information, SDS, COA and CPSR address different objects and decisions. First identify whether the record covers a raw material, fragrance mixture or finished cosmetic, then match its formula, batch and version to the project. No single document proves all product, workplace, transport and market obligations are complete.

Start with the Object and Decision

Use each record for its stated purpose. An IFRA conformity document does not replace the finished-product safety assessment, an SDS is not a lot-release report, and a COA does not grant market access. Define the information needed for the actual product and destination rather than demanding the same four-document bundle for every fragrance-related item.

Breaking Down Each Document by Purpose

The IFRA Conformity Document: Intended Fragrance Use

Function: Supplier-issued conformity information concerns a fragrance mixture’s use in the intended finished-product category under applicable IFRA Standards. IFRA does not issue the supplier’s certificate. The record is supporting information, not finished-product approval or a substitute for safety assessment.

Who may review it: The formulator, qualified safety reviewer, responsible person or buyer, within the agreed technical and commercial scope.

How to check it: Match the supplier and mixture identity, document date/version, applicable standards/amendment, intended-use category and use level. Check relevant implementation dates and formula/use changes with the supplier. No universal six-month expiry, audit-failure rule or “51st is current” claim is established here.

IFRA’s 15 June 2026 notice says the 52nd Amendment consultation closed and formal notification was expected in late November 2026. This is an expected future step, not an already effective amendment. Match the supplier record to the applicable notified standards and implementation dates.

The SDS (Safety Data Sheet): The Emergency Hazard Map

Function: An SDS communicates relevant hazard, handling and other information for the identified substance or mixture under the applicable regime. Identify whether it covers a concentrate, other raw material or finished mixture. It is not proof that undeclared substances are absent or that a shipment is correctly classified.

Who may use it: Workplace safety personnel, supply-chain partners and transport reviewers, where applicable. Determine the actual legal supply and jurisdictional requirements rather than treating every cosmetic or retail item identically.

For EU supply, REACH Article 31 applies to qualifying substances and mixtures, including specified on-request cases. Article 2(6)(b) excludes finished cosmetics intended for final users from Title IV; transport and workplace duties require separate review. Where Article 31 applies, supply the SDS by first supply and update it without delay when new hazard/risk-management information arises, an authorisation is granted or refused, or a restriction is imposed. Send the dated revision free to recipients supplied in the preceding 12 months. Annual replacement and a new SDS for every shipment are not the general Article 31 rule.

Common mistake: Using a concentrate SDS as if it describes the final diluted product or a completed consumer safety assessment. Review the identified composition, use and applicable disclosure rules; legitimate confidentiality provisions do not automatically make a document invalid. A transport specialist must confirm shipment classification and requirements.

The COA (Certificate of Analysis): The Physical Snapshot

Function: A COA reports specified results or conformity information for an identified batch against a stated specification. Review methods, limits, actual results and release authorization; the title alone does not prove purity or suitability for every use.

Who may review it: Your quality team, filling partner or auditor, according to the applicable specification, agreement and audit scope.

What to verify: Match the supplier, material/product identity, batch, specification revision, test scope, results and release date/authority. Choose relevant parameters for the actual item; density and refractive index are not a universal mandatory panel. Request correction if the batch or document scope does not match.

The CPSR: Finished-Cosmetic Safety Assessment

Function: The CPSR records safety information and the qualified assessment of the finished cosmetic, including relevant composition, exposure and package information. EU and GB cosmetics rules require the applicable safety assessment before market placement. Supporting data are selected for the product, not reduced to a universal certificate bundle.

Responsibility: The legally identified responsible person ensures the required assessment. Verify assessor qualifications under the applicable rules; “toxicologist” is not the only permitted qualifying discipline. See the perfume CPSR guide for Part A/B and data responsibilities.

Information access: Agree secure access to the data the qualified assessor needs, including relevant fragrance composition and allergen information. Record missing evidence and its owner. Do not claim the notification portal automatically rejects a product solely because one named supplier document is absent.

Document Comparison Matrix

The matrix distinguishes document object, issuer and traceability from the decisions each record cannot replace:

DocumentObject / useIssuer or responsible sourceTraceabilityDoes not replace
IFRA conformity informationIdentified fragrance mixture / intended useFragrance supplier; not IFRA issuing approvalMixture and document version, use category, applicable standardsFinished-product safety assessment or market obligations
SDSIdentified substance/mixture / hazard communicationResponsible supplier under applicable regimeProduct/composition identity, version/date, jurisdictionCOA, qualified safety assessment or verified transport classification
COASpecific batch / agreed quality criteriaSupplier or laboratory/authorized release sourceBatch, specification, methods/results and dispositionAll possible safety tests, SDS or market permission
CPSRFinished cosmetic / qualified safety assessmentSafety information contributors and qualified assessor; RP dutyProduct/variants, formula/package versions and signed reportSeparate notification, labeling and other obligations

Common Workflow Errors That Block Launches

  • Object mismatch: A raw-fragrance SDS does not establish the classification of a finished candle or cosmetic. Give the qualified reviewer the complete final composition, intended use and applicable market; do not describe classification as a test of the “burned candle.”
  • Version mismatch: At formula freeze, record the applicable supplier document, standards version, intended use and review of relevant implementation dates. Do not assume a fixed amendment number is perpetually current.
  • Batch mismatch: Compare the received batch identifier with the COA and purchase/release records. Resolve discrepancies before relying on the results; this is a workflow example, not a reported incident.

Illustrative redacted document annotations

Template label only, not a real documentAnnotations to check
Raw-material COA: Material A / Lot [redacted]Supplier; batch; specification revision; test/result; authorization; no finished-product conclusion inferred
Fragrance conformity: Mixture F / Formula revision [redacted]Supplier; intended-use category; limits; standards/version; date; actual final use to verify
SDS: Product S / Revision [redacted]Object and supplier; jurisdiction/version; applicable hazard and handling information; concentrate versus finished mixture
Finished cosmetic CPSR: Product P / Report [redacted]Formula/package/variant scope; evidence references; conclusion/limitations; qualified assessor signature/date

These annotation examples contain no issued certificate, actual test values or authentic client records. Keep confidential formula access controlled while allowing required reviewer/authority access. A raw-material file cannot be relabeled as a finished-product file.

Frequently Asked Questions

Can I export a fragrance to the EU with only a COA and an SDS?

Identify whether you are exporting a fragrance raw material or placing a finished cosmetic on the market. A COA and SDS do not alone establish market eligibility, purity or safe transport. For an EU finished cosmetic, complete the applicable safety assessment and other regulatory duties; an IFRA certificate is not an independent legal market permit.

How long is an IFRA Certificate valid?

Do not use a fixed universal expiry period. Ask the supplier to confirm applicability to the current mixture, intended use, relevant standards and implementation dates. Formula, use, new safety information or standards changes can trigger review; retain the resulting version and decision.

What happens if I use an older IFRA standard?

Ask the supplier and qualified reviewer whether the earlier document still applies to the formula, intended use and relevant implementation period. Do not infer automatic portal rejection or withdrawal from an amendment number alone, and do not use an outdated document to claim conformity that has not been confirmed.

Does my supplier need to send me a new SDS with every shipment?

For an EU supply covered by REACH Article 31, apply the first-supply and event-triggered update duties described above; a new SDS for each shipment is not the general rule. Identify the actual substance/mixture and destination, maintain the appropriate current version and request review when composition, hazard information or legal requirements change. Other jurisdictions and channel-specific document-acceptance conditions need their own check.

Is a CPSR the same as a safety test?

A CPSR combines product safety information with a qualified, reasoned assessment. It is not a single test result, a government approval or a guarantee that every legal obligation is complete.

To discuss the document scope for an actual product and market, confirm which records exist, who prepares missing work, access terms and any separate fees. No signed report or regulatory service is included merely because it is described here.
