A Product Information File (PIF) is the controlled file required under the applicable cosmetics framework, linked to the actual product. For EU and GB routes, the statutory retention period runs for ten years after the last batch is placed on the market, not ten years after the last retail sale. A file’s existence does not itself prove all safety, labeling and market obligations are complete.
What Is a Product Information File?
The EU and GB frameworks require product information and a qualified safety assessment, with appropriate updates and authority access. Identify the destination and eligible responsible person; NI follows its applicable EU route. Do not assume a file prepared for one jurisdiction automatically satisfies ASEAN or every other market.
What’s Inside a Perfume PIF?
The following statutory categories provide an index for review. The detailed inputs depend on the actual product and market, and incomplete evidence must remain visible:
- Product description: Identify the cosmetic clearly enough to connect the file to the marketed product, formula/package versions and covered variants.
- CPSR: Part A contains safety information and Part B the qualified safety assessment. Record report scope, assessor qualifications, signature/date and limitations; see the perfume CPSR guide.
- Manufacturing method and GMP statement: Document the applicable method and compliance statement, supported by appropriate evidence. Do not invent maceration steps or require one particular certificate as the only evidence.
- Claim evidence where justified: Support the exact effects claimed, where relevant. Match wear or projection claims to appropriate study conditions and duration; stability data alone does not prove longevity.
- Animal-testing information: Include the information required by the applicable PIF rules and have a qualified reviewer evaluate the relevant testing/marketing restrictions. Do not replace this with an unsupported declaration that no ingredient has ever been tested or treat the file as automatic “cruelty-free” claim substantiation.
Supporting records should be mapped to the relevant file or assessment section. An IFRA conformity document is not an allergen breakdown, a COA is not a safety assessment, and a generic test bundle is not automatically suitable. Use this supporting-document index:
| Supporting record | Object / purpose | Owner and index control |
|---|---|---|
| Formula and material information | Composition and relevant specifications for assessment | Formula owner/suppliers; controlled revision and secure authorized access |
| SDS where applicable | Identified material/mixture hazard information | Responsible supplier; jurisdiction and revision |
| IFRA conformity information | Fragrance mixture and intended-use conformity scope | Fragrance supplier; formula/standards version |
| Allergen composition information | Relevant contributions for final-formula review | Suppliers + qualified reviewer; do not substitute IFRA certificate |
| Microbiological evidence | Formula/package-specific evidence or justified approach | Qualified reviewer/lab; method, results and limitations |
| Stability/compatibility evidence | Actual final configuration or justified applicable evidence | Technical team/lab; tested version, method and report |
| Manufacturing/GMP support | Support the method and GMP statement | Manufacturer; actual records/audits, no certificate validity presumed |
Why Does a PIF Matter for Your Perfume Brand?
The RP must maintain the required file and ensure it is readily accessible as required by the applicable rules. Do not assume a universal “within days” response allowance. A complete-looking supplier folder does not establish compliance or provide immunity from enforcement; identify gaps and follow any specific authority request.
Plan data collection, qualified assessment and file compilation alongside product development, with clear release gates. Actual timing depends on evidence readiness, required studies and review; no guaranteed acceleration or routine border-rejection cause is established here.
Who Is Responsible for the PIF?
Identify the responsible person under the actual manufacturer/importer/distributor or designation arrangement. The RP has the statutory file duties; the manufacturer may supply inputs or perform compilation work if contracted. A brand is not automatically the RP, and a manufacturing order does not automatically include a complete PIF service.
Working with a Contract Manufacturer
LAEYO does not currently provide UK Responsible Person (UK RP) services, CPSR safety assessments or complete PIF preparation. For a LAEYO project, request itemized confirmation of the available manufacturing records and their scope. For separately arranged professional services, agree deliverables, fees, access, version control and handover with the responsible providers.
Common PIF Pitfalls to Avoid
Use the following checks to find incomplete or mismatched records before relying on the file:
- Missing assessment identity: Verify the qualified assessor, signature/date and covered product/version rather than relying on an unsigned template.
- Incomplete fragrance information: Arrange secure access to the data required for assessment and current label review. Keep supplier IFRA conformity information and final-formula allergen contributions distinct.
- Unsupported performance claims: Reference appropriate claim-specific evidence covering the conditions and period claimed; a brand statement or unrelated stability test is insufficient.
- Evidence for a different package: Identify the tested assembly and formula, assess changes and agree any bridging justification or additional studies with the qualified reviewer.
- Loss of access: Agree durable authorized access, retention and successor handover if a supplier or service provider stops operating; a promise to supply records later is not an access plan.
File index and missing-data register
| Index class | Document/version | Accountable owner / access | Gap / action / sign-off |
|---|---|---|---|
| Statutory product description | ___ | RP / compiler ___ | Identity and variants confirmed ___ |
| Statutory CPSR | Part A/B report ___ | Qualified assessor / RP ___ | Evidence gaps, signature and limitations ___ |
| Statutory manufacture/GMP | Method and statement ___ | Manufacturer / RP ___ | Actual site/process evidence ___ |
| Statutory claim evidence where justified | Claim/study reference ___ | Brand / qualified reviewer ___ | Claim-specific applicability ___ |
| Statutory animal-testing information | Relevant record ___ | Suppliers / qualified reviewer / RP ___ | Completeness and applicable restrictions ___ |
| Supporting record inventory | Formula, material, package, laboratory and artwork refs ___ | Named source and authorized access ___ | Not a universal mandatory test bundle ___ |
Keep a change log with affected product/formula/package versions, reason, reviewer, required update, completion date and superseded records. Separate public product information from confidential formula access while preserving the access required by authorities and the qualified assessment team.
Primary sources checked on 10 October 2026: EU Cosmetics Regulation, Article 11 and related safety provisions, GB statutory guidance on PIF retention, access and animal-testing information, NI guidance and IFRA document-scope guidance. These do not establish an actual LAEYO service contract or completed product file.
Frequently Asked Questions
1. Is a PIF the same as a product dossier?
“Product dossier” is a broad term. A PIF is a specific file requirement under the applicable cosmetics framework; a folder called a dossier is not automatically complete or equivalent. Compare its index, content and access arrangements against the actual market requirements.
2. Can I sell perfume in the EU without a PIF?
The EU route requires the PIF and required safety work in connection with placing the cosmetic on the market, with lawful authority access. Notification is separate and is not approval. Resolve required missing content before market placement and obtain qualified review of the actual product.
3. How long does it take to create a perfume PIF?
Set the schedule from the product’s missing data, appropriate studies, assessor availability and file-review work. No universal one-to-two-week CPSR, three-month test or four-to-eight-week PIF delivery is established. Record milestone dependencies rather than presenting a generic duration as a service commitment.
4. Who pays for the PIF—the brand or the manufacturer?
Determine payment and deliverables in the contract. Quote factory data support, full-file compilation/maintenance, qualified safety assessment and testing separately where they are separate services; do not assume any are bundled into manufacture. Confirm revisions, additional variants, access and future updates.
5. Does a PIF expire?
Maintain and update the file as required and retain it for ten years after the last batch is placed on the market. Formula, supplier, package, intended-use and new safety information should trigger a documented review of affected records. The RP and assessor determine required updates; the file is not made current simply by an annual renewal stamp.
To discuss available manufacturing records for a perfume project, Request a Quote. Buyers should arrange any required CPSR safety assessment, complete PIF preparation and UK RP service separately.
